Representative Porter moved and asked unanimous consent that the               
House consider the Senate message (page 1462) on the following at              
this time:                                                                     
                                                                               
HOUSE JOINT RESOLUTION NO. 30                                                 
Relating to the creation of a new United States Court of Appeals

There being no objection, it was so ordered.                                   
                                                                               
Representative Porter moved that the House concur in the Senate                
amendment to HJR 30, thus adopting SCS HJR 30(JUD), and                        
recommended that the members vote yes.                                         
                                                                               
The question being:  Shall the House concur in the Senate amendment
